In a large pan, heat oil on medium heat. Add rice and toast for 2-3 minutes. Season with garlic powder, salt, and pepper.
Add milk and water, stir and bring to a simmer. Reduce the heat to low, cover, and cook for 15-20 minutes, or until the liquid is mostly absorbed and rice is cooked through.
Season with salt, pepper, and garlic powder to taste. Add broccoli and chickpeas, stir, and cover. Continue cooking for 5-7 minutes, stirring occasionally, until heated through.
Turn off the heat, add cheese and stir. Cover for 1-2 minutes or until cheese is melted. Stir, serve, and enjoy!
